When one character has their arm wrapped half way around the neck of another character. Often an affectionate part of an embrace.

Not to be confused with

• neck_grab - when a character is grabbing a neck from behind
• throat_grab - when a character is grabbing a neck from ahead
• neck_crank - when a character has grabbed a neck by curling the whole arm around it
• arm_around_neck - when a character has just placed their arm around a neck
• hand_on_neck - when a character has just placed their hand on a neck
