This tag is used when a character wears clothing that doesn't adequately cover their more private areas (genitals, butt, and/or breasts/nipples) when worn normally, but is still intended to be a "complete" set of attire.

This is distinct from but potentially overlaps with skimpy in that the clothing may be normal otherwise, but can be more or less revealing.
