A tag used for when the hands or wrists of a character are tied up by a rope, chain, or similar non-living binding material. With living things you should use wrist_grab (or tentacle_around_wrist/tentacle_around_arm for tentacles).
If the binding this is attached to the arms (between the wrist and shoulder), you should use arms_tied. These two tags can both be used, if they both apply.
