This is set in a world that has mostly humans and some anthros. Due to the laws being made based on humans first, and because law makers are lazy as hell, there is a lot of loopholes with anthros. Like how, while uncensored nudity and sexual situations with under age chipmunks is illegal, there is no law against extremely suggestive situations. Due to this, Jeanette is often marketed with a bit more sex appeal than what you would expect. It's just part of her marketing. Like how every band has that one 'bad boy' who draws attention through being a bit loud and a bit rude.
