I would say multiple heads still qualifies as solo in most counts but multiple limbs and torsos would qualify for duo, trio, ect
This is a proposed rough guideline

I disagree with this somewhat, as if the heads demonstrate separate personalities then it should count for multiple characters. Three headed hydra masturbating shouldn't be considered to be a threesome, though- common sense, people.

If they are all speaking or otherwise evoking specific separate emotions in some way, as the two hydras above illustrate, that's a pretty good identifier of separate personalities.

So conjoined characters, such as my first two examples, should be tagged as duo.
But it still seems a bit odd to tag hydras and chimeras as a group, when it's just a single creature with multiple heads. So I'm with RD on this one: tagging them as solo + multi-head fits better..
Maybe we need a new tag for "one creature, multiple personalities"? Shared body?

I think we do, given that conjoined references Zaphox Beeblebrox as being *only* multi-head, when the second head is a distinct personality formed from the bits of their original personality that were separated to form its own, since they were 'less than presidential' aspects (At least, that's how it's explained in the movie; no other source attempts to explain it, as far as I know).

We should find a better tag for when they are attached but have multiple personalities

That's what I'm saying- I agree with Genjar that we need a new tag for one creature multiple personalities (that isn't just MPD or schizophrenia), heh.
