Reason: A gaming room is just a room inside of a building.

A gaming room is no different then, lets say a bedroom.
Both are within a house, which are both inside.

It should also be visibly no different from any other room in the building then, meaning we don't need a special tag to describe a gaming room.
Tagging the individual gaming devices (e.g., game_controller) should suffice.

Both are within a house, which are both inside.

Yet, if I were outside looking through a window, I can still see the room regardless.
If you read the wiki, you would see that inside & outside are based on the perspective of the viewer/camera.
