Originally I was sort of against this but after adding penile to over 16k images and every day more and more are posted without the tag, I think a separation is warranted.

this would have footjob be like handjob and fellatio which implicate penile and are only for footjobs performed on penises. the wiki would have to be changed but I feel this would be for the best.

cleanup would involve removing footjob tags from vaginal_footjob anal_footjob footjob_on_balls toe_insertion etc.
non penile footjobs are uncommon in comparison, so it should be easy to clean these and keep them clean.

first part is creating implications for toe insertions and unimplying footjob from vaginal_footjob.

the main focus is the follow up since I don't think I can put in the same bur since it'll just add penile to all of the other tags until they're cleaned up:
