Reason: These are identical actions.

I don't think that this should be aliased into holding_tail or tail_grab since hugging is a visibly distinct and more narrow action than holding, but it's a bit confusing that it's separated entirely from what could be a broader category. There is also hugging_own_tail, but I don't know what to do with that. There is a pending implication for it as part of the BUR in topic #35601. There is also previous discussion about the holding/grab distinction for self and others being a mess in topic #36488, topic #57536, and more.
