Hm. I'm not sure this tag is totally pointless. When I read it I figured it was for like John Dillermand-type cases where the penis is only 'hyper' in length like

I think people would reasonably want to be able to search or exclude these. Hyper_penis long_penis definitely doesn't do that.
But I think the minimum length needs to be given a hard definition and have that definition enforced. I'm not sure this is an exclusive problem to this tag though- hyper_penis has quite a few images that do NOT meet the minimum guidelines.

long_penis is already supposed to be for penises that are notably long for their width - in the case of hyper, that means very long already. At least, if tagged properly.
Even if we did keep the tag, it would be able to imply hyper_penis directly rather than hyper, since the definition of hyper_penis includes cases that are merely extremely long.
