I have mixed feelings about keeping shopping_bag and grocery_bag as separate tags. Shopping bag is probably a fine overarching term to describe both. I could not find a resource that elaborated clearly on the differences, and even Wikipedia redirects you to shopping bag if you search for grocery bag: https://en.wikipedia.org/wiki/Shopping_bag
Edit: Apparently the other way was suggested and self-closed here: topic #57635. I disagree with the downvotes here and agree with Wolfgang that those tags are better off differentiated by material rather than purpose. A definition based on perceived purpose is more nebulous than what something is visibly made of.

Ideally I would prefer both grocery_bag and grocery_bags to be aliased to groceries.
I think tag combos like groceries paper_bag would be perfectly fine as opposed to keeping a specific tag for a usage of bag as opposed to the material.

If people want to be really splitting hairs with the type of bags used, they can simply search for plastic_bag, paper_bag, or tote_bag.
