I have put up with looking_at_partner being a subcategory of looking_at_another, but this is becoming excessive.
IMO, the entire line of looking_at_another's_* and looking_at_partner's_* tags should be aliased to their base tags.
The only lines of tags that people should be using are looking_at_own_* and looking_at_* to distinguish between looking at oneself vs. looking at others, then the looking_at_body_part tags can be added separately.

If you only had those two options I would expect many people to use tags like looking_at_penis when they should be using looking_at_own_penis instead.

I'd expect people to generally only be using the base tag with more experienced taggers coming behind them to add more specific tags, so no difference in the end

The tag looking_at_own_penis already implies looking_at_penis, so mistags don't really damage anything.
Like what @Donovan_DMC has said, it would still require more experienced taggers to clean up the mess to make things more accurate.
