It's probably laziness or a lack of interest in understanding the differences between each tag. There's plenty of specific and niche tags that get ignored due to lack of awareness or interest and even then definitions can vary between people so it's usually up to enthusiasts to maintain them. It is what it is, especially with a site as big as this one.

You could submit this to the tagging projects thread to see if anyone wants to help.
