At one point, fingering and fisting were not considered to be penetration. However, things changed over time with fisting being considered as penetration while fingering remained as it was.
There was a disagreement of what is considered as fingering and what can be considered as penetration for that matter, but no serious discussion came of it.

Hm. Has anyone followed spe's suggestion to unalias the finger_in_* tags and make them imply penetration?

Fingering != using a finger. As I mentioned in the other thread, conflating the kind of fingering you do with the vaginal canal with the kind of fingering you do with the clitoris is like having anal_fingering and handjob under the same tag. IMO, the *_fingering tags should be for when some sexual orifice is being penetrated with fingers, and some other tag should be use when the fingers are externally stimulating some genitals.
