Reason: New proposed tag: institutional_confinement

Scope: This tag would cover settings and characters specifically associated with restrictive, high-control institutional environments — particularly those involving confinement, treatment, or incarceration.

Excluded: Schools, regular hospitals, government offices, and other non-restrictive institutions.

Rationale: The emphasis is on environments where individuals are under surveillance, restricted movement, or control, such as psychiatric facilities and prisons. This avoids overreach into general institutions and keeps the tag narrowly focused on the “confinement” theme.

The name institutional_confinement by itself is problematic as it sounds different than what the wiki (or rationale) suggests it should be tagged.
Hearing institutional_confinement makes me think that it should be tagged when someone is being confined or imprisoned by a mental or penal institution.
