Is there a particular reason for "resting" here? (I know there's a theoretical difference, but is that worth explicitly tagging) I'd expected penis_on_thigh to exist but it does not, if we do have a tag for that already it would likely be a better implication (or even alias) target

I feel that it should follow the *_on_own_* format; e.g., penis_on_own_face instead of penis_on_face.
However, the current naming of the tag is vague and doesn't exclude third-party penises resting on thighs (except for in the wiki), so aliasing it to penis_on_thigh would be better but not before mass updating the posts to penis_on_own_thigh.

I agree with this in theory. My only concern is that it could possibly be conflated with any penis resting on the thigh instead of the character's own, but that's probably unlikely.

A mass update to penis_on_own_thigh, creating the implication chain penis_on_own_thigh -> penis_on_thigh -> penis, then afterwards aliasing to penis_on_thigh after the mass update seems like a solid plan to me
