Reason: Penis in urethra already implies urethral penetration.

Penis in penis requires "the urethral_penetration of a penis by another penis", therefore it implies penis in urethra, which can't be requested directly.

You can add

imply penis_in_penis -> penis_in_urethra 
unimply penis_in_penis -> penile_penetration

to your already existing BUR.
As to whether penis_in_urethra should imply penis is up to you
