The meme should definitely be called rickroll, the song may have a different name but the meme is definitely "rickroll"

The other tag should definitely either be aliased away or nuked, we don't really tag music so it has no foot to stand on aside from the meme

If you want to be strict about it, Rickrolling is a bait-and-switch prank that involves posting a hyperlink that is supposedly relevant to the topic at hand in an online discussion, but re-directs the viewer to the music video of 'Never Gonna Give You Up,' a 1987 dance pop single by English singer-songwriter Rick Astley.

In the context of artworks, it should really be showing one entirely different thing only to have it suddenly switch to the music video (or a reference to it), thus completing the "rickroll".
Having the physical appearance of Rick_Astley as seen in the music video does not make it inherently a "rickroll", if anything it would just be someone cosplaying as the singer and have nothing to do with the meme.

For example, post #2982495 would be a rickroll while post #3041409 is not.
