They are distinct orifices

Just the same as we have anal penetration and vaginal penetration, all four being a subtag of penetration

A genital_slit is more like a sheath, where the character has a distinct anus as well. A cloaca is like an anus and a pussy/genital_slit combined and only applies to characters that don't have a separate anus.

A genital_slit and a cloaca are two different things. Read the wikis for both closely.
