No, it's about a visual element of the art. It's more like blurred_background/depth_of_field or lens_flare, something to simulate the effect of a camera. It's an aberration of colors around the edges objects, as a result of light refracting through a camera lens slightly differently at different wavelengths.

General category is for the contents of the art, which this is not. It’s more like a filter placed on top of the art. Conceptually not much different from monochrome etc.
