But the user brownpanda is aliased to strawberryneko, despite the account for strawberryneko being "moved" since 2021 and the brownpanda account being active in 2025.
If I'm correct, precedent and relevance overrule current activity.

No it doesn't.

Aliases also don't get shifted automatically, you can't use the presence of the (artist) alias if there wasn't a discussion on shifting the (artist) alias over. This is because things can change over time and aliases are slow to follow

Though you're correct that precedence and relevance are key for general tag aliases
