It was probably mentioned somewhere in topic #27282 at one point, but *_symbol is used because the naming adheres with other tags of similar nature (e.g., star_symbol).

I'd expect heart_symbol to be for a symbolic heart icon:

heart_tail in specific seems like it's for two distinct things:

A tail which features a heart design. Sometimes, this design fits into a cleft tail, but could also just be a heart marking along the tail.

When the tail tip has the shape of a heart, or when there's a heart marking on the tail. This is like having whiskers and whisker_markings under one tag.

Additionally, heart_tail seems to be very loosely interpreted:
