Not every stepfamily involves adoption. Usually adoption in step families is due to the child not having a father or mother.

My step dad never adopted me, and my mom never adopted my step siblings as they already have a mother.

Never heard of stepfamily being called adoptive family. A stepfamily is what you get automatically through marriage, something more passive that happens through proxy, while adoptive family are who are adopted into your own, something more active with specific people.
