Art Shift seems to be the proper term.

Sounds too close to "toon/cartoon logic" or cartoon_physics.
I'd much rather it be called something more specific like toony_art_shift.

That's a question I was planning to ask. I would say no, on the basis that people using the toony tag are probably looking for art that's drawn entirely in that style.
