I think it makes sense that if a character has highlights of a certain colour, then it should also implicate that hair colour as well. If a character has a red highlight in their hair, then they have hair which is red, which should warrant the red_hair tag as well as the red_highlight tag. The only way I could see this potentially getting messy is if you're distinguishing between primary hair colours, but I can't see any situations where it wouldn't be helpful in either excluding or including anything relevant.

Also, I'm not sure if that list is exhaustive, I just pulled all the tags attached to the highlights_(coloring) page.
