Reason: These two tags should almost certainly be merged into one. There's a solid argument as to which tag should be the official tag; "leg_humping" has more results, but "humping_leg" is more in-line with English grammar as the leg is being humped, not doing the humping. Regardless of which tag should be the one officially used by e621, I'm sure we can all agree that there's no reason for this to be split into two different tags.
