The tag alias #61405 bouquet_of_roses -> flower_bouquet has been approved.

Reason: A rose is obviously a flower. Different flowers have different meanings and all that but there are lots of flowers and we probably do not need bouquet tags for each and every one.

Agreed. Flower_bouquet + rose_(flower) should cover it

Normally I would argue that while we don't need tags for every type of flower in a bouquet, that a bouquet of roses might be one of the bigger ones and could be distinct enough (culturally, imagery, meaning, etc) to maybe matter.

But looking at what it currently is being used for: it's not a big tag [12 images at the moment], and what is under there are often drawn vaguely in ways that are not always clearly roses. Most of these are vaguely symbolic as romantic!flowers! at most.

So I think taking it back to the broader concept of a flower bouquet is fine. In this case, it's not really losing anything from how it is being used.
