imply thigh_sex -> outercourse
and
alias nonpenetrative_sex -> outercourse
would be better

In principle I agree with this implication though, I'd eventually like to see either non-penetrative_sex or outercourse acting as an umbrella tag for all non-penetrative sex acts.
