Currently yes but, theyre not originally a nickelodeon property and will likely change hands in the future. Theyve only owned them since 2009 and earlier versions of them also have unique content that dont exist in the current iteration. (consider for example the fox media version, or the original comic book)

You could do specific series like Rise of, but not the whole copyright. Further, it would be Viacom who holds the rights, and not all tmnt content theyve made (consider the pre 2012 movie) is even nickelodeon.

So... yeah no thats a big no.
