The tag alias #57520 penis_hat -> hat_on_penis has been rejected.

Reason: These have the same meaning in their description. All of the examples in both are of people wearing hats over/on their penises.

I think this is the reason why the last alias didn't work out.

Rather than aliasing penis hat to hat on penis, penis hat should have its implications removed and everything under it moved to hat_on_penis, which is a more descriptive tag, and have the wiki page turned into a disambiguation for penis on head and hat on penis. The tag boob hat is used for breasts on someone's head, and has breasts_on_head aliased to it, having penis_hat describe something completely different is confusing.
