Not always. It's used for masturbation with a penetrating sex toy, and tentacle_sex (which isn't classified as sex, since tentacles aren't classified as a character, or masturbation, since it's not a character doing it to themselves). The wiki may say differently, but it's still on those kinds of posts.

I guess this brings up the question whether the wiki should be updated or the tags removed from the posts. Tentacles makes sense but I don't think masturbation is supposed to count.

Would the female_penetrating_male, intersex_penetrating_female, etc tags however be able to implicate sex? In that case there's definitely at least one character being penetrated by a character that is neither a tentacle nor sex toy.

I'd say yes. for the reason you give. If you can tag a gender for them, it's enough of a separate character to count for sex.
