If it doesn't look like an animal, it doesn't get tagged as an animal.
Also, Gardevoir are often paired with furries, in which case not_furry doesn't apply. Try gardevoir -not_furry -anthro -feral -animal_humanoid instead.(Note that there are quite a few untagged anthros in the results. Undertagging is always a problem with most things.)
