Reason:

technically the same thing. with the tags "toeless_socks" "toeless_stockings" "toeless_legwear" "stirrup_socks" and "toeless_boots" all refering to the same things, often not visibly distinguishable from another(when looking at the actual posts where those tags are used).
the whole "toeless_xy" tags need a clean up.
all of them actually implicate "toeless_legwear" so an implication of them to "toeless_legwear" would be a good start anyway.
