Hotdogging includes tentacles, which aren't considered a character. Sex requires two characters. Therefore it follows that you could have hotdogging in an image without having sex.

Then either the wiki for sex ought to be changed, tentacles ought to be excluded from titfuck and hot_dogging, or the sex implication ought to be removed.

As it stands the three of these things are in conflict.

Simple. Exclude tentacles from titfuck and hot_digging, use tentacle_between_breasts/tentacle_titfuck and tentacle_between_buttocks/tentacle_hot_dogging for tentacles, and remove the "phallic objects" part from titfuck and hot_digging as well.

Use titfuck and hot_digging for sex acts only. Use other tags objects and tentacles.

Imo this lines up with the way we use the sex tag here and the implication makes sense, hot dogging isn't much different from a titfuck, thigh_sex or armpit_sex, all of which already implicate sex.
