@Chameloshi: The reason flamethrowers are useful isn't because they burn the targets themselves, it's because the fire spreads, removing cover like dense foliage, and the smoke chokes people in tunnels or buildings. Hence their use in the Pacific in WWII

@Chameloshi: If you construct a properly insulated and operating rig for the weapon, using CO2 as a cold propellant, and optionally a second nozzle for water for the "stickiness", it could THEORETICALLY be useful for stopping power.
