I think they keep the ones that meet the uploading guidelines searchable while all other furIDs get stored in the https://e621.net/static/furid site (which is sorted by order:score by the looks of it and no way to search for specific tags)

Dr. House ( id# 5469503 ) and Kronk Monster Fucker Permit ( id# 5472187 ) got deleted but at least the latter appears in the static site
