Officer Penny Inoue is a major character in Trials in Tainted Space. She is a United Galactic Confederacy peacekeeper stationed on Esbeth, the primary settlement on the Mhen'ga the first world in Captain Steele's adventure.

Penny is apparently a human female of Asian descent, but she is also a furry and has used as set of extremely expensive Gene mods to transform herself into an anthropomorphic fox. Penny also has a Futa Fetish and secretly aspires to be one. Captain Steele may help her achieve her goals of becoming a Futa by encouraging her to use the illegal penis enlargement drug Throbb.

Penny can be recruited as a crew member to join the player on their quest, either as a Peacekeeper or as a Camerawhore. The former requires completing her recruitment quest: finding a mineral deposit that she can claim and sell to get her out of debt. The latter requires the player to encourage her slutty behavior and addictions from Throbb.

Penny is a person of interest when it comes to dealing with Doctor Badger.
