Sometimes an anthropomorphic animal character just kinda... has hooves instead of hands. It can make certain human tasks a challenge.
This tag is reserved for [anthro], [bipedal] or otherwise [humanoid] characters that one normally expects to have hands. Do not tag a [feral] [horse] with this, as it would be redundant.
