She can be encountered by visiting the second-hand clothing store from 4 PM until 7 PM. Outside of those hours, a generic male employee will take her place until closing at 8 PM.
Visiting the Laughing Hyaena is one of two options for satisfying the "buy new clothes" objective. Clothes can be purchased from the department store, resulting in a lower score.

During the events of her post-game scenes, she gives her name as "Mirai Hijima", revealing that everybody knows her as "Rai" because she has trouble speaking up.
