Dr. Jumba Jookiba is a four-eyed, purple-skinned, obese, alien mad scientist from the Lilo & Stitch franchise. He is the creator of Stitch and the other 628 genetic experiments. He loves doing "evil" things, such as making new illegal genetic experiments, but he's not exactly an evil person. In the time of the franchise after the first film, he plays the role of Lilo and Nani Pelekai's "uncle" in their 'ohana (family) on Earth. His best friend is Pleakley, who he was originally forcibly partnered with in capturing Experiment 626 (Stitch). His former partner-in-crime is Dr. Jacques von Hämsterviel, who funded the creation of the experiments. Jumba's species is called "Kweltikwan", which is also one of two spellings for the name of his home planet (the other spelling being "Quelte Quan").

In the 2025 live-action film, a more villainous and genuinely evil depiction of Jumba serves as the main antagonist, taking over the role from the absent Captain Gantu. Compared to his animated counterpart, he is more greatly annoyed by Pleakley and despises sentiment and empathy. The film ends with him getting ejected from his ship by Lilo and Stitch, with the ship crashing into the Pacific Ocean, and getting re-arrested by the Grand Councilwoman, thus never joining the Pelekai 'ohana or befriending Pleakley.
