When a character is holding a camera.

This tag can apply to the character shown simply holding a camera or video camera in their hands, or can apply to a character holding a camera in a camera view shot, usually while recording or taking a picture of themselves, which can be visually similar to a character holding the viewer but context clearly implies that the viewer's perspective is not of someone within the scene.
