He, along with several wolves, works for Mayor Leodore Lionheart. His task is to guard the building containing the feral Zootopian citizens. When Judy and Nick attempt to sneak into the building, Gary catches Nick's scent and almost discovers him until Judy howls, causing Gary and the rest of the wolf guards outside to howl. This distracts them long enough to sneak inside the building.

Gary and his fellow guards are presumably arrested after Judy calls the ZPD and informs them of the location of the missing citizens.
