As Silver keeps traveling through dimensions and other worlds, he stumbles upon several trinkets, either magical or technological. Reboot likes to study them, see how they work and sometimes keeps them in his private collection for him to toy with, use them against others as they are or after modifying them. These handcuffs are used in a very high tech prison, making the prisoners mindless puppets that only follow commands. These can be useful in the future for sure~
