Does tagging a picture as explicit, questionable, or safe depend completely on what's going on in the picture?

More specifically, does explicit language directly effect how I should rate the image? (I'm still relatively new here, so I apologize if this has been brought up in the past)

If the characters are having sex or there is visible genitalia (penis, vagina or anus) it's rated E (explicit, not for everyone ).
If there's just breasts without nipples then it's a Q (questionable)
Otherwise it's safe

And why would rating not depend on what's in the picture?

I was more interested in if text effected the rating at all.

Text may affect a safe pic to questionable but never explicit

Even if there's nipples it still gets rated Questionable, only genitals would make the pic explicit

Illegal activities and drug usage sometimes are rated at least questionable...but it usually is a case by case basis. That's really the only thing I think that is something other than nudity.

When it comes to non sexual themes such as gore, dismemberment, drugs, massive amounts of profanity, I rate questionable as if it were rated safe, it would appear on e926 which is more tailored for a Safe For Work environment

I was asking myself the same question, and my answer is if we start asking the question "could a child see this?" to rate the picture.

Rephrase to "Would the average parent care if their child saw this?", since individual parenting opinions differ.

eh, porn's appeared on public TV more than a few times, without a PPV gate, and without requiring porn channels being paid for, so I don't follow that format any more.

FCC guidelines are pretty cut and dry, so I go by that

FCC guidelines are very exact and have painfully specific definitions and requirements for broadcast media under their jurisdiction. It is a good standard to use
