They actually aren't the same thing. Similar to tentacle_maw, tail_maw actually refers to a specific type of mouth that opens up in multiple sections like a flower:

That being said, they probably aren't the best choices for names since they overlap so much. Perhaps an implication instead?

Would go with an implication, even if often quite different it could still be seen as a mouth in some sense, just of a different kind than the standard humanoid one. Probably want to write some nifty wiki pages to define the difference, if we implicate.
Also alias:
tailmaw -> tail_maw
There's also:
open_maw vs. open_mouth
penis_maw vs. penis_mouth
tentacle_mouth vs. tentacle_maw

I'm going to deny the alias part based on the reasoning in Pickle's post in forum #151932:
