Reason: Proposing a new meta tag, non-static_scene, for animated media that has scene changes/camera cuts.I propose this instead of static_scene because I assume there are more static scenes than non-static scenes, especially since static scenes would include non-animated media.There is also the question of if it should also include comics/multi-panel images, so thoughts are appreciated.

"Non-static scene" sounds like it could apply to any animated or dynamic scene, and what counts as static vs non-static would be subjective.

the word your looking for is dynamic
you could try something like dynamic_scenery
