I suppose it's bordering on TWYS, but chocolate coins can be recognised by their packaging without actually seeing they're made of chocolate:

they are a type of chocolate, you would tag an unopened chocolate bar with chocolate so why not the coins
Interestingly enough, this is not the first time something like this has been discussed. The current tagging implications favours implying chocolate even if it is completely wrapped up or obscured (like box_of_chocolates).
However, it seems to be harder to determine for coin-shaped chocolates since people won't inherently assume it is chocolate unless stated otherwise.
IMO, chocolate_coin should only be tagged when it is apparent that the insides are made of chocolate. Otherwise, it would just simply be tagged as coin to adhere to TWYS standards.
