Reason: The concept of a face harness better matches the definition of halter than muzzle_(object) since a muzzle is specifically to block or bind the mouth to prevent biting. There's also definition overlap between bridle and harness_gag where the former is a more specific form of the latter. Since a harness gag is a modification of a halter, it should imply halter.
It might be worth renaming harness_gag to halter_gag for consistency.
Halter does not currently imply harness. If it shouldn't, then neither should harness_gag. If it should, then the implication will be added via 'harness'.
