should we actually?, penis_outline which is almost certainly the most common type of 'outline' does not implicate to penis, nether do balls_outline to balls..

Because penis and balls shouldn't be tagged unless they're directly visible, unlike butt and breasts which can be tagged when not directly visible. penis_outline and balls_outline do imply detailed_bulge though, which basically is a tag for being able to make out a penis and/or balls under clothing. knot used to be similar as knot_in_sheath used to imply knot, but that was removed at some point.

this does not address the argument as to why one outline can implicate the feature but another outline cannot.
ether all outlines implicate to their subjects or none do, wikis should probably be updated to cover one or the other.
Inconsistencies should be avoided.

I'd chalk it up to expectations, there are definitely differences in expectations between a penis and a butt, the latter being tagged even when covered by clothing makes sense to me
If I were searching for a penis I'd expect an actual penis to be visible, not a bulge
However if I were searching for a butt I think butts within clothing would make sense to be included
I don't see anything changing either way, it's been far too long for butt to start only applying when actually directly visible, and extensive efforts have been made to keep penis & balls only tagged when actually visible

I agree with Ryu. Without probing the users, we can't tell if our expectation really reflect the majority or not. Maybe some people really like being teased by the outline of a butt just like some people love being teased with a good looking bulge. I see the merit of having the tag not be an alias.
I've the impression we are in a all-squares-are-rectangles-but-not-all-rectangles-are-squares situation here. I think implication would be a better implementation of the expectation Donovan spoke of.
