Just like how burs can be sent to a pre-existing topic, that way if someone wants to alias a couple tags that all have implications, they don't clutter the main forum with alias request and don't need to unimply/unalias and then redo those with bur,

Yeah, allowing regular implications or aliases to be added to an existing topic instead of a new one would be good.

This is practically currently possible if you just make a BUR that's only one line. A BUR is basically just the most modifiable request, so it counts as an alias and/or implication request.
That's probably why they didn't bother putting that same function on the other request options

For implications, that's true. However, direct alias requests handle a whole bunch of stuff BUR aliases don't (all the transitive implications and aliases), making it often significantly more useful (a direct alias can easily correspond to hundreds of lines of BUR).
