They both belong to kekitopu, so the suffix is valid for both of them. Sort that out first.
Look, I didn’t make the tags, I’m just trying to make them easier to work with.
And you can still do that without just flatly implying one ambiguous tag to another.
It takes barely a minute to google it and discover Bombun is a game on steam and that Bombun (Koitopu) is the main character.

kekitopu is an artist tag. if this went through fanart would be tagged with an additional incorrect artist tag

no, kekitopu is an artist tag. we don't imply a work to the artist tag of its creator, that causes problems when you get fanart.
even if there was a developer implication to made, validating either of these tags with implications is not a good idea if neither of them are going to be marked with _(game) or _(character).
